随着世界杯赛事拉开帷幕、美国建国250周年日益临近,费城迎来了一大波外来游客。

作为城市生活中不可或缺的一部分,唐人街的治安与营商环境,也自然成为社区居民、商家和游客共同关注的焦点。但受语言、文化差异影响,不少华人民众遭遇纠纷或安全问题时,往往不清楚该如何向警方寻求帮助,多数情况下只能选择沉默。

With the kickoff of the World Cup and the approaching 250th anniversary of the United States’ founding, Philadelphia has already seen a new surge of tourists.

As an integral part of the city, Chinatown’s public safety and business environment have naturally become a top concern for local residents, business owners and visitors alike. Meanwhile, communication barriers stemming from linguistic and cultural differences leave many Chinese residents unsure how to seek police assistance when trouble arises, and in many cases, they end up staying silent.

To address these very real community concerns, Metro Chinese Weekly conducted an exclusive interview with Captain Read, the newly appointed commanding officer of Philadelphia’s 9th Police District, and Officer Lepkowski, better known to many in the community as Officer Ski.

Captain Read grew up in Philadelphia, and his father served in the local Police Department for 25 years, a family background that deeply influenced his decision to pursue a career in law enforcement. He also served in the United States military for ten years as a combat systems officer.

加入费城警局后,他曾长期参与一线巡逻与社区治安管理工作,如今出任第九区警局分局长。第九区警局管辖着市中心及周边街区,是费城治安防控工作的重要一环。

After joining the Philadelphia Police Department, he spent years working in frontline patrol and community policing and currently serves as the Police Chief of the 9th District. The 9th District covers Center City and surrounding neighborhoods and plays an important role in the city’s public safety efforts.

Police Officer Lepkowski, also known as “Ski,” has served with the Philadelphia Police Department for 11 years. He began his career in Southwest Philadelphia as part of the 12th District and later transferred to the 9th District, which covers Center City, in 2020. He has recently been assigned to the Chinatown beat, where his priority is the safety and well-being of the community.

威尔·委拉斯奎兹警官拥有25年执法经验,曾在三个不同的警察分局任职。他也是越野摩托车巡逻队成员,同时持有危机干预专业培训资质,过去两年一直在唐人街片区执勤。

Officer Will Velazquez has 25 years of experience in law enforcement and has served in three different police districts. He is also a member of the dirt bike unit and is CIT-trained. For the past two years, he has been working in Chinatown.

他十分珍视与唐人街居民共事的机会,一心致力于拉近社区与警方之间的距离。日常工作中,他会借助社区座谈会、走访校园师生、街边商户等多种方式和民众交流,耐心解答大家的疑问、主动提供各类警务资讯。

He says he values working with the Chinatown community and is committed to strengthening relationships between the community and the police. In his daily work, he engages with residents through community meetings, as well as conversations with school faculty, students, and local business owners, answering questions and providing information whenever possible.

Breaking the Language Barrier: Philadelphia’s First Portable AI Real-Time Translation Tool

 

长久以来,不少华人遇到突发状况或纠纷时,第一反应便是迟疑:“要不要报警?就算警方到场,我的英语水平也说不清原委。”

For many Chinese residents, hesitation has long been the first reaction when an emergency or dispute arises: “Should I call the police? Even if officers arrive, I may not be able to explain clearly what happened in English.”

里德局长在履职第九区后,对华人的此类困境深有体会。他坦言,华人社区人口基数大、语言环境繁杂,仅普通话、粤语、闽南语等语言的差异,就给警务工作带来了巨大挑战。

Since taking command of the 9th District, Captain Read has gained a deep understanding of these challenges. He acknowledged that the Chinese community is large and linguistically diverse, and that differences among Mandarin, Cantonese, Hokkien, and other dialects alone can create significant obstacles for police work.

针对这一难题,警方推出了一套高效实用的全新方案。过去警员遭遇语言障碍,只能临时拨通翻译热线,或是大半夜打电话求助唐人街懂双语的社区领袖来协助沟通。而现在,这些繁琐的步骤统统可以省去了。

To bridge that gap, police have introduced a new, efficient, and practical solution. In the past, when officers encountered a language barrier, they often had to call an interpretation hotline on the spot or reach out late at night to bilingual community leaders in Chinatown for assistance. Now, those cumbersome steps can be eliminated altogether.

里德局长表示:为应对世界杯期间可能增加的服务需求,并进一步解决第九区长期存在的沟通障碍,警方近日推出了一项新的语言服务工具。这款工具与警员随身佩戴的执法记录仪相连,并通过人工智能技术实现实时翻译。

Captain Read said the 9th District has recently announced a new language-access tool in preparation for FIFA-related needs and to better address ongoing communication challenges within the district. The tool connects directly to officers’ body-worn cameras and uses AI to provide real-time translation.

这项技术可将英语实时翻译成所需的中文方言,也能将居民的回应即时翻译回英语。警员将能够直接与居民沟通,不再需要临时拨打翻译热线,也不必求助唐人街的社区领袖协助翻译。

With this technology, officers will be able to communicate directly with residents without having to call a language line or rely on bilingual community leaders in Chinatown for interpretation. Officers will be equipped with a translation device that can translate English into the appropriate Chinese dialect, and translate responses back into English in real time.

据里德局长介绍,这套系统已于上周正式公布,预计将在未来两周内陆续投入使用。

According to Captain Read, the system was announced this past week and is expected to be rolled out over the next two weeks.

Speak Up: Even Small Clues Can Help Defuse Risks in the Community

 

唐人街的商户与居民们在日常生活中,常会碰到各种糟心却自认小事的纠纷:门店玻璃无端遭砸、柜台小费罐被盗、顾客随身财物失窃,还有员工遭受言语冒犯等情况。

In the day-to-day life and business operations of Chinatown, seemingly “minor” incidents are not uncommon: storefront windows smashed without reason, tip jars taken from counters, customers’ personal belongings stolen, or even employees subjected to disrespectful treatment.

面对这类轻微治安案件,多数人第一想法都是息事宁人。再加上语言沟通不畅、不熟悉本地法律、担忧身份相关问题,不少人最终选择隐忍不发声。

Faced with these low-level crimes, many people’s first reaction is often to avoid further trouble. Combined with concerns over language barriers, unfamiliarity with the legal system, or worries related to immigration status, many ultimately choose to remain silent.

但里德局长在专访中直言,大家这种习惯性忍气吞声,会衍生出十分严重的负面影响 ——

里德局长:警员里有一位案件分析专员,他的工作就是梳理所有报案记录,从中找出犯罪分子的作案规律。即便单起案件看起来案情轻微、难以深挖线索,它也可能和另外四起同类小额案件存在关联,合并研判后就能锁定关键线索。

Captain Read: One of the officers here is an analyst whose sole responsibility is to review incoming reports and identify patterns. Even if a report appears minor and may not seem to lead anywhere on its own, it could be connected to several other seemingly minor incidents. When those pieces are put together, they may point to a larger issue.

因此无论事情大小,民众都应当联系警方,这一点至关重要。我们办公室会逐条核查每一份报案笔录,梳理治安高发区域、明确各类隐患,并研究最优处置方案。这类案子看似微不足道,但都值得我们投入精力处理。

That is why it is important for the public to report incidents, no matter how small they may seem. Our office reviews every report to identify problem areas, understand the nature of those problems, and determine the best way to respond. Something may seem insignificant, but it is still worth our time.

换句话说,报警并不只是为了处理眼前的一件小事,也是在为整个社区提供线索。对警方而言,每一份报告都是判断治安趋势的重要依据。居民和商家的主动反馈越多,警方越容易看清问题在哪里、风险如何变化,并据此采取更有针对性的行动。

In other words, reporting an incident is not only about resolving the immediate issue; it also provides valuable information for the broader community. For police, every report is an important piece of evidence in identifying public safety trends. The more residents and business owners come forward, the easier it becomes for police to understand where problems are occurring, how risks are evolving, and how to take more targeted action.

针对华人社区普遍关心的身份顾虑,里德局长也作出明确回应:警员赶到现场的目的,是处理报案人正在反映的具体问题,而不是追问其他无关事项,更不会关注报案人的移民身份。因此,只要日常生活或经营受到影响,即便只是轻微滋扰,也应及时向警方求助。

In response to concerns over immigration status, a common worry within the Chinese community, Captain Read also offered a clear reassurance: when officers arrive at the scene, their purpose is to address the specific issue being reported, not to ask about unrelated matters, and certainly not to focus on the reporting person’s immigration status. Therefore, if your daily life or business operations are being affected, even by a minor disturbance, you should seek help from the police in a timely manner.

直面流浪汉难题:商户自救的正确方式

Facing Homelessness: How Businesses Can Protect Themselves the Right Way

流浪汉占道、在商铺门口滞留安营,是中餐店与各类商户最棘手的日常难题。

里德局长表示,警方处理这类事件存在执法局限:依据现行法律,只有当事人正在实施犯罪行为,或是存在伤及自身、他人的风险时,警方才能对其采取72小时强制精神收容措施;其余情形下,警方无权强行驱离街头人员。

People experiencing homelessness blocking sidewalks or lingering and setting up camp outside storefronts have become one of the most difficult daily challenges for Chinese restaurants and other businesses. 

Captain Read explained the practical limits police face in enforcement: under current law, officers can only initiate a 72-hour involuntary mental health hold if the individual is actively committing a crime or poses a risk of harm to themselves or others. In other situations, police do not have the authority to forcibly remove people from the street.

不过商户并非毫无办法。警方推荐了一套高效处理方案:警局设有全年无休、专门处置流浪人员问题的小组。同时还开通了Teams群组线上对接通道,商户可通过该应用直接联系警员反映情况。

However, business owners do have viable solutions, and the police have recommended an efficient response plan: the Police Department has a dedicated Service Detail that works year-round to handle issues related to people experiencing homelessness. Police have also opened a Teams-based online communication channel, allowing business owners to contact officers directly through the app to report concerns.

问:无家可归者占道滞留的问题不只出现在唐人街,里滕豪斯(Rittenhouse)也同样存在。例如Walnut街的某些路段,长期有数名流浪人员逗留。如果流浪人员占着餐馆门前的台阶,店家报警后,警方会如何处置?

Question: I have seen homelessness-related issues not only in Chinatown, but also in areas such as Rittenhouse. For example, along certain sections of Walnut Street, there are often several people experiencing homelessness. If someone is occupying the steps outside a restaurant and affecting the business, and the restaurant owner calls the police, what would typically happen?

里德局长:我们一直在积极与各位商户建立更紧密的联系。遇到这样的情况,商户不需要拨打911,警局设有一支全年无休的专属服务分队,专门对接流浪人员相关事宜,负责为他们安置住所、提供各类帮扶,并对占用经营区域的人员进行劝离。

Captain Read: We have been actively collecting contact information from local business owners. Rather than dialing 911, businesses may reach out to our dedicated Service Detail. This team of officers operates seven days a week, tasked exclusively with assisting unhoused individuals. Their responsibilities include securing housing placements, connecting people with necessary support services, and relocating those who encroach on commercial premises.

斯基警官:我们专门为商户组建了一个微软Teams联络群组。一旦有人在商铺门前滞留占道、滋扰经营,商户可通过群组直接联系专职警员。我们还推出了配套宣传指引,告知商户可随时通过该渠道寻求协助,借助相关服务处理各类问题。

Officer Ski: We have a dedicated Microsoft Teams group for local business owners to join. If individuals block storefronts or create disturbances on their premises, this channel serves as a direct point of contact for our officers from the Service Detail. We have also rolled out outreach materials to inform merchants that they can reach out to us and utilize these support resources to resolve issues promptly.

问:每次等红灯时,我的孩子都会说应当向流浪人员伸出援手。无论是本地居民、游客还是小商户,都期盼流浪人员相关问题能得到妥善解决。警方怎么看待这种情况呢?

Interviewer: Every time we stop at a traffic light, my son says we should offer them some help. At the same time, for residents, visitors, and small businesses, this is clearly an issue that needs a more effective solution. How does the Police Department view this situation?

里德局长:费城现有住房资源足以安置所有流浪人员,但我们无法强制他们入住。即便我们通过各类渠道为其安排住所,不少人仍会想方设法返回市中心。核心原因是市中心善心民众众多,愿意向他们提供物资,这让他们更愿意留在此地。

这件事很大程度上需要做好公众引导。您刚才提到,您善良的孩子总想接济流浪人员,事实上与其单纯给予物资,不如引导流浪人员走上正规帮扶渠道,这样他们滞留市中心的意愿也会降低。

Captain Read: Philadelphia has sufficient housing resources to accommodate all unhoused individuals in the city. The challenge is that we cannot compel them to stay in these accommodations. While we can secure housing placements for them through various channels, many still make their way back to Center City.

This largely stems from the abundance of kind-hearted people downtown who offer them supplies, which draws them to remain in the area. Public education plays a vital role here. You mentioned your compassionate son’s desire to give them aid. Rather than simply providing handouts, guiding unhoused people toward formal support services will reduce their motivation to linger downtown.

针对无家可归者夜间滞留问题,警方近期还加强了夜间巡逻与现场劝导,以减少街头长期停留现象,并引导相关人群进入城市提供的正规安置体系。

与此同时,如何在公众善意与制度性救助之间形成更有效的衔接,也成为社区需要共同面对的课题。

In response to the issue of people experiencing homelessness staying overnight in public spaces, police have recently increased night patrols and on-site outreach efforts, aiming to reduce prolonged street stays and guide individuals toward the city’s formal shelter and support systems. 

At the same time, how to create a more effective bridge between public goodwill and structured institutional support remains a shared challenge for the community.

为了增强华人社区的安全感,第九区警局在唐人街安排了两名长期驻点的社区联络官——斯基警官和威尔警官,作为与居民日常沟通的桥梁。

To strengthen the sense of safety within the Chinese community, the 9th District has assigned a long-term, on-site community liaison officer in Chinatown — Officer Ski and Officer Will — serving as a consistent point of contact for daily communication with residents.

针对部分居民对拨打911流程繁琐、响应时间较长的顾虑,警方进一步强化了前端覆盖能力,目前在唐人街已实现每日至少16小时的专职警力驻守。

In response to concerns among some residents that calling 911 can be complicated and response times may be slow, the police have further strengthened frontline coverage. At present, Chinatown is covered by dedicated police presence for at least 16 hours per day.

斯基警官:不少民众都抱有这样的期待,一出事就希望警方能立刻赶到。我常建议大家,事发后先拨打911,再联系我。多数情况下,我会比911调度的警员更早抵达现场;即便我无法第一时间赶到,也能协调在岗同事先行处置。

目前唐人街每日至少有16小时配备执勤警力。我夜间不值班,但如果凌晨两点接到商户或居民来电,我会立刻联系当夜在岗警员火速前往处理。次日早上八点零一分,我会亲自到场跟进,确认事件妥善处置,保障大家的诉求全部落实。

Officer Ski: Many community members expect police to arrive instantly the moment an incident occurs. I always advise residents to dial 911 first and then contact me. In most cases, I can reach the scene faster than officers dispatched via 911. If I cannot respond immediately, I can arrange for another on-duty officer to attend the scene ahead of the 911 response.

We maintain on-site police coverage in Chinatown for a minimum of 16 hours every day. While I am off duty overnight, I take calls even at 2 a.m. Upon receiving your call, I will quickly dispatch an officer working the overnight shift to your location. At 8:01 the next morning, I will follow up in person to confirm the incident has been properly resolved and all your concerns addressed.

Captain Read: We have upgraded our overnight deployment with a dedicated overnight patrol team.

在围绕警务与治安议题的严肃讨论之外,采访中偶尔流露出的生活细节,也让人看到这支警队更为真实、日常的一面。抛开刻板的官方形象,他们同样是在工作与生活之间寻找平衡的普通人。

Beyond the serious discussions on policing and public safety, occasional everyday details that surfaced during the interview also revealed a more authentic and ordinary side of the department. Stripped of its stereotypical official image, it is made up of ordinary people who, like anyone else, are navigating the balance between work and life.

两代传承与一条“平安短信”

里德局长的职业选择,很大程度上延续了家庭的影响。他的父亲在当地警队服务25年,这段成长经历让“警察”这一身份在他心中早已不仅是一份职业,更是一种责任的延续。

Captain Read’s decision to pursue law enforcement was deeply shaped by his family background. His father served in the local Police Department for 25 years, and growing up in that environment made policing more than just a profession—it became a continuation of a sense of responsibility.

在此之后,他又经历了十年的军旅生涯,这段在军队中的服役经历进一步塑造了他的纪律意识与风险判断能力。

He later spent ten years in the military, an experience that further shaped his discipline and approach to risk.

但在谈及家庭生活时,他的表达却回到了更日常的一面。他坦言,家人尤其是妻子在他面对城市治安环境时难免会有担忧,而他能做的,是尽可能保持联系并让他们安心。相比他父亲当年需要通过公用电话报平安,如今一条简单的短信——“我安全”“一切都好”——就足以让家人放心。

Yet when speaking about family life, he shifts to a more personal tone. He acknowledged that his wife, in particular, sometimes worries about his safety amid the city’s public safety challenges. What he can do, he said, is stay in constant contact and reassure them whenever possible. Unlike his father’s generation, who relied on payphones to check in, a simple text message today—“I’m safe” or “All is well”—is often enough to bring peace of mind.

局长的16小时工作日

Captain Read’s 16-Hour Workday

不少人以为分局局长只需坐办公室、准点下班,里德局长却并非如此。他坦言,自己虽然住在附近的巴克斯县,但每天在第九区工作的时间常常多达16个小时,采访现场也笑称这恐怕比不少唐人街餐馆老板还要忙。第九区几乎成了他的“另一个家”。

Serving as the head of a police district does not mean working regular office hours. Captain Read said that although he lives in nearby Bucks County, he often spends as many as 16 hours a day in the 9th District, joking during the interview that this may make him even busier than many Chinatown restaurant owners. He described the district as almost “a second home.”

这番话也让现场多了几分共情。里德局长表示,即便回到家陪妻子和孩子看电影,手机也常常响个不停,因为辖区里的问题并不会因为他回家而暂停。

The demanding schedule also created a moment of recognition during the interview. Captain Read said that even after returning home to spend time with his wife and children, including watching a movie together, he often continues responding to work messages because issues in the district do not stop when he leaves for the day.

随时在线的工作状态,让人看到了警务工作背后不为人知的一面。这也拉近了里德局长与唐人街商户之间的距离,双方多了一份体谅 —— 多数商户同样常年长时间劳作,随时要应对各类突发状况,十分理解这种随叫随到的压力。

That constant availability offers a glimpse into the less visible side of police work. It also creates a practical sense of mutual understanding between Captain Read and Chinatown business owners, many of whom are familiar with long hours and the demands of being constantly on call.

商家防逃单的“硬核冷知识”

A Little-Known Tip for Businesses to Prevent Dine-and-Dash Incidents

针对不少餐饮业者头疼的“吃霸王餐”问题,两位警官也给出了实用提醒。许多商家担心,如果将监控拍下的逃单客人照片发到微信群,或张贴在店内、店门口提醒其他商户,会不会触犯法律。

In response to dine-and-dash incidents, a common headache for many restaurant owners, the two officers also offered practical guidance. Many business owners worry that sharing surveillance images of customers who leave without paying in WeChat groups, or posting them inside the restaurant or at the entrance to alert other businesses, could create legal trouble.

对此,警方表示,这类做法本身并不违法。斯基警官指出,监控摄像头的价值不仅在于保留证据,也可以帮助商户之间及时共享信息、互相提醒。里德局长则补充说,唯一需要注意的是,如果警方正在进行相关调查,过早公开相关信息有时可能影响办案。

Police said such actions are not illegal in themselves. Officer Ski noted that the value of security cameras lies not only in preserving evidence, but also in helping businesses share information quickly and warn one another. Captain Read added that the only point to keep in mind is that if police are conducting an active investigation, releasing related information too early could sometimes interfere with the case.
