Chinatown leaders and constituents have come together to ensure Chinatown’s sustainability and strengthen its future.

 

76人队提议在10街和菲尔伯特街建造新主场,这让大家都开始反思唐人街的重要性。该开发项目耗资13亿美元,超过先前宾夕法尼亚会展中心的预算,将对我们工作和生活的社区产生深远影响。

The 76ers proposed arena at 10th and Filbert Streets has caused us all to reflect on Chinatown’s importance. At a cost of $1.3 billion, a figure which exceeds that of the Pennsylvania Convention Center, the development project would have a profound impact on our neighborhood.

 

几十年来,华埠一直受到周边私人和政府建设项目的威胁和削弱。费城市政府的城区翻新项目已经使华埠失去了25%的住房和土地,万安街高速公路将我们的社区一分为二,通勤地铁隧道挖空了九街的下层,而诸如此类的计划还在继续损害着我们。为了整座城市的利益,唐人街一直承担着基础设施项目建设带来的代价。我们也曾进行过激烈地斗争,成功地让一座棒球场、一所监狱和一家赌场没能够进一步侵犯我们的历史地界。

Over the decades, Chinatown has been threatened and diminished by privately and government funded projects that surround us. Chinatown has lost 25% of its housing and land to urban renewal projects that continue to harm Chinatown. The Vine Street Expressway bifurcated our neighborhood. We have a commuter rail train tunnel running under 9th Street. Chinatown was forced to bear the burden of infrastructure projects for the benefit of the City. We also fought fierce battles to prevent a baseball stadium, a prison, and a casino from further encroaching into our historical boundaries.

 

如今唐人街仍然正面临着许多挑战,包括越来越无法负担的房价、攀升的暴力和犯罪率、紧缺的社区公共空间以及越来越缩水的华埠小企业营业利润。COVID-19重创了唐人街的居民和商家。工薪阶层和企业主的谋生能力尚未完全从疫情期间造成的经济崩溃中恢复过来。如果这次没有干预和介入,那么拟议中的 76 人队球馆将加剧这些问题,并可能导致唐人街的消亡。

Today, Chinatown is facing many challenges, including an unaffordable housing market, rising violence and crime, lack of public space, and decreasing margins for small businesses. COVID-19 devastated Chinatown residents and businesses. Our ability to earn a living as workers and business owners has yet to fully recover from the economic collapse during the pandemic. Without intervention and involvement, the proposed 76ers arena will exacerbate these issues and lead to the demise of Chinatown.

 

在与76人队球馆开发团队多次会面后,我们清晰地认识到组建这个委员会是至关重要的,它将确保唐人街仍然是一个充满活力的住宅和商业区、文化中心以及低收入英文能力有限移民的避风港。我们的第一步是根据费城城市规划委员会已通过的“PCDC2017年华埠社区规划”的基础上开展研究。该研究将提供有关唐人街现状、人口趋势和挑战的最新认知,并帮忙制定战略以加强华埠的社会、文化和经济生态圈。这也在今后唐人街面临新的项目提案时,让我们更好地应对。

After numerous meetings with the 76ers development team, we recognize it is critical to form this Committee, which will ensure that Chinatown remains a vibrant residential and business district, a hub of cultural celebration, and a sanctuary for low-income LEP immigrants. Our first step is to conduct a neighborhood planning study built upon PCDC’s 2017 Chinatown Neighborhood Plan, which was adopted by the City Planning Commission. The planning study will provide status updates on Chinatown’s current conditions, demographic trends, and challenges, and develop strategies to strengthen its social, cultural, and economic network. It will inform our response to all proposed development projects affecting Chinatown.

 

唐人街已伫立在此150多年,它的繁荣源于之前老一代华侨的苦心经营。而我们作为后人,必须保证唐人街未来的150年能繁荣且稳定。

Chinatown has existed for over 150 years. Chinatown’s success stems from the painstaking efforts of previous advocates and allies. We must guarantee that Chinatown thrives for the next 150 years.
